Candidates interested in running for Vacaville public office must meet the following requirements established by the State of California Elections and Government Codes:

• Be at least eighteen (18) years of age
• Be a citizen of the United States
• Elective Office residency and registration requirement (will be verified at the time nomination papers are issued):
  • For the Office of City Treasurer or City Clerk – Must be a resident and registered voter of the City of Vacaville (incorporated) at the time the nomination papers are issued and throughout the term of office.  
  • For office as a Council Member - Must be a resident and registered voter of the council electoral district within the City of Vacaville from which he/she will be elected at the time the nomination papers are issued and throughout the term of office.  

Government Code section 53227(a) prohibits an elected official of a legislative body from being an employee of the local agency: “An employee of a local agency may not be sworn into office as an elected or appointed member of the legislative body of that local agency unless they resign as an employee. If the employee does not resign, the employment shall automatically terminate upon their being sworn into office.”

Candidates should consider the common law doctrine of “incompatibility of offices”. This doctrine prevents an elected official from holding two offices simultaneously if the offices have overlapping and conflicting public duties. Candidates should refer to Government Code section 1099 for more information.

The Nomination Period is July 15 through August 9.  You may set up an appointment with the City Clerk’s Office to receive a candidate packet and pull nomination papers from July 15 to August 9. To set an appointment call 707.449.5110 or email cityclerk@cityofvacaville.com.

If nomination papers for an incumbent officer of the City are not filed by the August 9, 2024 filing deadline, the filing deadline for that office will be extended to August 14, 2024.  This extension period is not applicable to incumbents (an incumbent officer cannot decide to file after the August 9 deadline).

Candidates are encouraged to Visit www.FPPC.ca.gov for instruction manuals and important information on how to run a campaign.  All candidates must file a Candidate Intention Form 501 before raising or spending any money, including the candidate’s personal funds.  The Form 501 is filed with the City Clerk's Office. This form cannot be filed electronically. You must file a wet signature copy with the City Clerk's Office at 650 Merchant Street, Vacaville CA 95688.

There is currently no campaign limit for the City of Vacaville (Res. 2022-063).  The personal funds of a candidate or officeholder used to seek or hold elective office are considered campaign contributions by the FPPC and count toward qualifying as a recipient committee.  Personal funds used to pay a candidate filing fee or a fee for the statement of qualifications to appear in the ballot pamphlet do not count toward the $2,000 threshold.

The City of Vacaville Municipal Code places specific guidelines upon the display of political signs (§ 14.09.132.150 Temporary Signs Allowed without a Sign Permit).

The ordinance requires that no political sign be erected or placed on any property unless the property owner, lessee, or person in lawful possession has granted permission. No signs are to be placed on public property; this includes rights-of-way, parks, medians, and landscape areas owned by the City, as well as placement on any structures within these areas. Political signs may be placed beginning 90 calendar days prior to any official election within Solano County.  All political signs should be removed no later than 30 days after Election Day.  If the City of Vacaville receives complaints due to the improper placement of specific signs and/or City staff deems any sign to be a safety hazard, the sign will be removed and held for retrieval for no more than 30 days at the City of Vacaville Corporation Yard located at 1000 Allison Drive.
