COV Connect is a 5-year pilot outreach program, created to provide a service-based approach to help connect the city with local communities.  COV Connect aims to support each of the City Council's five strategic plan goals.  

The program is volunteer based program that receives donations and support from local businesses, community organizations, and support from City staff. The program assists the local community with yard cleanup, house painting, fence repairs, and exterior home improvements.

Bio Tech Attraction Initiative Phase III

Phase III of this initiative will focus on installing an infrastructure system capable of establishing and supporting the City’s goal as a major life science industry leader. 

This phase has focused extensively on advertising and lead generation. Currently we have a regional and an international company looking at expanding into Vacaville.

The Equity, Diversity, and Inclusion program is designed to build personal and professional capacity to shift the culture of the organization to foster a healthy, productive, and culturally proficient community.

This one-year pilot training program kicked off in fall of 2022. It is designed to develop Fire Fighter/Paramedics as a future candidate pool for Vacaville Fire Department staffing.

The focus within this program is to help increase diversity within the candidate pool, and the department as whole, as well as bringing exceptional Fire Fighter/Paramedics to the Vacaville department.

The grant matching pool sets aside funds from Measure M that will potentially be required by the different grants that the City seeks out. 

Often a grant will provide funding but requires the recipient to match a portion of that funding. By setting aside funds at the beginning of the process the City increases its chances of receiving grants.

This five-year pilot program is designed to assist Code Enforcment with special situations that can potentially cause health or safety concerns for the community.

Often funding used on this program is recouped through leans placed on the property after the City takes action.

The Parks & Recreation department is utilizing Measure M funds to assist low-income families with youth scholarships to take classes and participate in sports that are offered by the department. 

There is an application process and if selected, families will receive a $1,000 voucher to use for their child(ren) to participate in Department run programs. The vouchers are good for one year.

This project is for the restoration of setback landscaping at 7 locations throughout Vacaville. The rehabilitation includes irrigation reconstruction or replacement, pruning and trimming of existing vegetation, removal of dead or distressed trees and shrubs, and re-planting of new landscaping, installing bark mulch to maintain moisture and for weed suppression. 

This upkeep to these areas will assist with elevating the look of the City.

This project is providing much-needed rehabilitation to a portion of our downtown, the alley ways.

So far, 5 alleys were completed in 2020/2021; 4 alleys were completed in 2021/2022; and design is currently underway for 15 additional alley upgrades and slurry seal applications, with an estimated completion of Summer 2024. 

As of January 2023, 9 alley ways have been completed. Plans are in the works to an additional 6 more with the goal of completion by the Summer 2024.

Public art is another avenue that can enhance our Downtown while creating a visually inviting atmosphere.

The goal of the public art project is to incorporate creative, unique artwork in our Downtown that will bring the community together and create a sense of place to the Downtown areas. This could include murals on outside building walls, utility boxes, streets, sidewalks, etc., or sculptures to create wayfinding and interest.

Fitness Station Equipment

Alamo Creek Park fitness station equipment is in need of replacement. Equipment has been ordered and a Request for Proposal (RFP) for the installation has been Completed.

Equipment will arrive in late February 2023, installation will be scheduled weather permitting.

Park Improvements

Overall park improvements are planned and include:

• Adding trees
• Adding seating (concrete table and pads, and benches)
• Relocate control valve foSaver water feature
• Considering adding a concrete basketball court

The park was built in 2017 and construction on the improvements is estimated to begin in Spring 2024.

Dog Park

A portion of this project has been completed: 

A small dog park addition, paved pathway, raise fencing height, irrigation, landscaping, site furnishings, etc.

The remaining funding, with supplemental funding from parking fees, is looking at adding a shade structure to the dog park area. 

Park Improvements

Trower Park improvements include a splash pad, shade structures, play equipment improvements, replacement of the basketball court, adding a skate park, and adding an open play field. 

This project is to add and/or replace old and outdated park play equipment with new and updated items that will accommodate adaptive/sensory needs and enhance the parks.

Currently there are three parks targeted by this project:

1. Fairmont Beelard Park - project estimated to be completed in June 2023
2. Meadowlands - project will go out to bid in early 2023
3. Sierra Vista - anticipated to be complete in late 2024

This project is for improvements at the Georgie Duke Community Center that include improvements to the front lobby, counter area, and staff office spaces. Work also includes replacing the existing boxing ring.

Quotes for the work are still in process of being gathered. No estimated start date.

This project is for the replacement of the spring floor and uneven bars at the Gymnastics Center.

A vendor has been selected and the contract is being worked on for the installation of the equipment. Estimated start is in early 2023.

Three Oaks Playground Equipment
Play structure has been installed, inspected, and is available for preschool participants.

Davis St. Recreation Center Improvements
25+ year old gym flooring has been replaced with new, relocatable sport court flooring. Programming is anticipated to resume at the court with Spring Volleyball.

This project is to develop a master plan with neighborhood involvement to guide improvements, including coordination with the neighborhood center building replacement project. Implement capital project (provide new play equipment, add seating, picnicking and shade).

As of October 2022, the construction documents are not ready. Once those are ready the project will go out bid. 

This is a public art project that invites local artists and community members to paint utility boxes in parks.

This project is currently in the early planning stages and no updates are available. 

The Family Resource Center (FRC) provides a space for families to obtain needed information, learn about valuable resources, and receive assistance.

Measure M funding supports the FRC through two valuable avenues:

• Basic Needs Assistance: Providing residents in need with assistance surrounding areas such as rental, deposit, utility, and/or food assistance, gas vouchers, etc. 
• Case Management Software: The software is vital to tracking and providing assistance and programs to residents.

PAL is based on the conviction that if young people are reached early enough, they can develop strong positive attitudes towards police officers in their journey through life toward the goal of maturity and good citizenship.

The PAL program brings youth under the supervision and positive influence of Vacaville Police Department staff and expands public awareness about the role of a police officer and the reinforcement of responsible values and attitudes.

 Measure M funding is used to support this program on an annual basis. Check out the PAL webpage here for additional information on this program. 

Measure M Administration 

$275,000 was budgeted to cover two full time positions to supervise Measure M projects from inception to construction and to track and report on budget and costs of Measure M.  A Management Analyst was hired in February of 2019, and an Administrative Technician was hired in March 2021.

Police Officer Staffing

Council approved $2,087,000 for the Police Department for one Captain, and eight Officers, all positions were filled as of December 1st 2018, but as of May 2019 two vacancies existed.  Additional police staff are intended to keep local youth away from crime, gangs and drugs; provide police programs to curb domestic violence, child abuse and elder abuse; and to ensure police enforcement of probation violations to keep dangerous criminals off our streets.

Station 73 Ambulance Staffing

Measure M Funding is set-aside annually for the staffing of 6 employees to staff the Ambulance at Station 73.

In order to track, manage, and monitor Measure M funding a need for general supplies was realized.   the daily tracking and monitoring of Measure M funds. This project is designed to meet those needs of the Staff supporting Measure M implementation and utilization.
