In May 2018, the City Council adopted Resolution No. 2018-043, declaring its intention to transition from at-large to district-based City Councilmember elections beginning with the general election in 2020, with only the mayoral seat remaining at-large. The Vacaville City Council is composed of seven members, one direct elect Mayor, and six members representing unique Council Districts. Do you know your City Council District? MAYOR JOHN CARLI
John Carli was elected to the Vacaville City Council on November 8, 2022, to fulfill a four-year term as Mayor. He concurrently serves on the Solano Transportation Authority, Solano County Water Agency, Solano County Economic Development Corporation Board of Directors, Vacaville Museum Board of Trustees, and several other committees as needed.
John’s work in public service for the City of Vacaville spans the last three decades, since 1989. He began his commitment to our community as a police officer, succeeding to the highest rung in City management. As boots on the ground, John protected the fabric of what makes our hometown truly great.
As police Chief, John directed a department of over 200 employees while managing an annual budget of $42 million. During times of crises such as wildfires, layoffs, crime outbreaks, and the pandemic, John was collaborative, uniting leader who brought forth solutions that protected our community, working with outside agencies to ensure long term safety solutions our town needs. Under Carli’s leadership, the Vacaville Police Department was recognized as the 2020 top agency in the nation by the National Law Enforcement Officers Memorial Foundation, receiving the “Destination Zero” Officer Safety and Wellness award.
As Mayor, John believes communication and dialogue are vital between those who are elected and the folks they mean to serve. Safety — he believes ensuring our safety needs are of the utmost importance to sustain the highest quality of life. Partnerships – John is a visionary uniter who understands that collegial relationships are key to a thriving city. Trust – he knows that the public trust must be mended. John believes that the people of Vacaville need to be certain that our city council works and works for them.
ROY STOCKTON - DISTRICT 1
Roy Stockton was elected to the Vacaville City Council on November 3, 2020, to fulfill a four-year term and was appointed as Vice Mayor on August 24, 2022 until January 10, 2023.
Roy Stockton grew up in Vacaville and has lived here for over 33 years. Roy’s mother was a childcare provider, his father worked as a building trades mechanic and is an Army Veteran. After graduating from Vacaville High School, Roy attended and graduated from Beloit College where he earned a Bachelors Degree in Political Science. While in college he met the love of his life, Shawna, and they started their life together in Vacaville, where they are raising their son Tyler.
Roy has 15 years of Law Enforcement experience and is currently a Sergeant with the Solano County Sheriff’s Office. Some of his previous positions and experience include Homeless Outreach and serving as an Environmental Crimes Detective, School Resource Officer, Gang Investigator, and Crisis Negotiator. This experience has given him a unique insight into many of the challenges Vacaville is facing.
Roy and Shawna are proud small business owners and support the needs of the business community. Roy believes that attracting businesses that offer a living wage in Vacaville is a priority for continued economic growth. In his spare time, Roy serves on the Solano Family First Responders organization as the Operations Director, and supports many local nonprofit organizations throughout Solano County. He has enjoyed coaching youth sports and currently sits on the Public Safety Academy Advisory Committee.
Roy's number one priority is to protect the quality of life that the Vacaville community deserves to ensure that our city remains a safe and enjoyable place to live for our children, seniors, families, friends, and neighbors.

VICE MAYOR GREGORY RITCHIE II - DISTRICT 2
Greg Ritchie was elected to the Vacaville City Council on June 8, 2021. On November 8, 2022, he was re-elected to fulfill a 4-year term.
He was born and raised in Vacaville. He attended elementary, middle, and high school in Vacaville where he developed lifelong friendships. His participation in athletics taught him that hard work, pursuing constructive goals, and striving to attain positive end results are paramount in life.
His real estate financial career began immediately following graduation from California State University Long Beach where he majored in Business & Sociology. He met his wife Melissa while in the Los Angeles area, and returned to Vacaville to open his own mortgage brokerage in downtown Vacaville in 2012. The mortgage brokerage company, Citizen’s Financial, now includes three locations. His company strives to make home ownership possible for all California residents, and it has a unique focus on working with public safety providers, educators, healthcare professionals, and members of the US armed service.
In his spare time, he serves as a Board member for Kairos Public Schools, volunteers with the Vacaville Veterans Hall American Legion Post 165, and enjoys coaching youth sports for his 2 children Joslyn and Jadon. As a small business owner, he supports and understands the needs of the Vacaville business community. As a life-long resident, he knows that promoting public safety and community connectivity is essential for Vacaville’s growth.

COUNCILMEMBER MICHAEL SILVA - DISTRICT 3
Michael Silva was elected to the Vacaville City Council on November 3, 2020, to fulfill a four-year term.Council Member Silva is a Professor in the Department of Biotechnology and Department of Biological Sciences at Solano College where he focuses on balancing the development of skills to be academically, professionally, and personally successful.
Professor Silva grew up in Markham Heights of Vacaville and has diverse work experience that first began as a child working side jobs in landscaping with his father. Since, he has worked as a retail logistics supervisor, worked in the healthcare field for nearly ten years in clinics, hospitals, and emergency care, co-authored a study understanding how engineered neural stem cells migrate towards tumors to activate chemotherapy, worked in the biomanufacturing industry and various side jobs to help care for his family throughout their illnesses.
Mr. Silva attended Ulatis Elementary, Jepson Middle School, and graduated from Vacaville High School. After transferring from Solano Community College, he earned his Bachelor of Science in Cell & Development Biology from UC Santa Barbara and his Master of Science in Biotechnology & Bioinformatics with an emphasis in Stem Cell Technology & Laboratory Management from California State University, Channel Islands. He is continuing his education at UC Berkeley.
In 2018, Mr. Silva was elected to Vacaville Unified School District’s Board of Trustees and served as President of the Solano County School Board Association and was elected by his peers to be a Delegate Assemblymember for the California School Board Association where we represented VUSD at the State level.
Professor Silva supports creating sustainable communities through innovation, entrepreneurship, and community to address the disparities that persist. In his spare time, he facilitates STEM hands-on outreach events, volunteers in youth sports, Scouts, and other community events and organizations, such as Alzheimer’s advocate group. He enjoys eating street food, tailgating, working out with his family, and is always looking to meet new people.

COUNCILMEMBER SARAH CHAPMAN - DISTRICT 4
Dr. Sarah Chapman was elected to the Vacaville City Council on November 8, 2022, to fulfill a four-year term.
Dr. Chapman has been a resident of Vacaville for 43 years. She holds a Bachelor’s Degree in Business Administration/Accounting, a Master’s Degree in Public Administration/Manpower Management from Golden Gate University, and Ph.D. in Public Policy and Administration/Management and Leadership.
She and her husband, Frederick, a retired member of the Air Force, celebrated their first seven marriage anniversaries in Frankfurt Germany where both their son and daughter were born. Upon returning to the United States and locating at Travis AFB, Dr. Chapman obtained worked at Solano Community College and the Mare Island Naval Shipyard in a variety of positions finally retiring as an Inside Machinist. She went on to work as an Executive Director of a small 501C-3 non-profit organization offering direct services to elementary grade students and providing services to run-a-way youth and their families.
Her passion for education and doing for others led to her first run for public office. Dr. Chapman, with the help of many, was successful in her run for the Vacaville Unified School District Board of Trustees where she served the youth, residents, and district community for 18 years. Prior to her successful run for Vacaville City Council, she worked tirelessly for the Solano Community College District as a Governing Board member for 10 years.
As a lifelong learner and servant leader, Dr. Chapman was a ten-year employee as an Adjunct Professor in the School of Business facilitating courses in organizational management and development. Sarah’s belief is it’s impossible to be an effective leader, without empathy, the ability to listen, and being transparent. An informed electorate is a supportive electorate. Above all else, Sarah seeks a “Quality of Life for All.”

COUNCILMEMBER JASON ROBERTS - DISTRICT 5
Jason Roberts was elected to the Vacaville City Council in November 2020, to fulfill a four-year term. He serves on the Travis Community Consortium and Travis Regional Armed Forces Committee and was appointed as Vice Mayor on December 14, 2021, until August 23, 2022.
Jason was raised primarily in Fairfield by his mother but spent a lot of time in Vacaville while visiting his father. After leaving active duty he chose to make Vacaville his home and has lived in the now District 5 for 11 years. He is a graduate of Fairfield High School and has an Associates degree in Computer Science from Heald College. Upon returning to California, he completed courses at Solano Community College then went on to achieve a BA in Psychology and a BS in Exercise Biology from UC Davis. He also holds several emergency management and disaster response certifications from FEMA and other organizations.
He is a 14-year US Army combat veteran with two deployments to Afghanistan. He continues to serve as an officer in the California National Guard. He is trained in intelligence collection, analysis, and antiterrorism. In his current role, he often serves at the California Office of Emergency Services as a liaison for the National Guard during states of emergency. Jason’s current vocation is in the non-profit sector working with veterans and disaster response. He has served both domestically and internationally assisting communities in need. These experiences gave him essential knowledge and skills to work with and support diverse demographics in difficult and stressful situations.
His goals include making Vacaville an example of equality, city-community relations, clean energy, public safety, and attainable housing.

COUNCILMEMBER JEANETTE WYLIE - DISTRICT 6
Jeanette Wylie was elected to the Vacaville City Council on November 3, 2020, to fulfill a two-year term. She was re-elected on on November 8, 2022 to fulfill a 4-year term and was appointed as Vice Mayor on January 10, 2023 to January 9, 2024.
Wylie’s lifelong passion has been working with and for others. She became a teacher at the Travis Unified School District for 22 years. Since retiring from teaching in 2018, she continues to advocate for apprenticeship programs that build not only careers but communities through economic opportunity. Councilmember Wylie has served on the leadership team for Shepherd of the Hills Lutheran Church here in Vacaville and is actively involved in numerous community activities.
Jeanette pledges to continue listening, to examine all sides of an issue to ensure that recommended public policy represents all the needs and hope for a better community. Wylie believes an open, transparent, and responsive government will enable Vacaville and its citizens to thrive. Her vision includes negotiating a fiscally sound budget, supporting a thriving business community, and attracting new economic development. She plans to use integrity, experience, and energy to serve as the voice of South Vacaville while working diligently and collaboratively with other members of the City Council to preserve and ensure Vacaville’s quality of life for all.
Jeanette and her husband Glenn, a retired Biologist, moved here more than three decades ago from Missouri and reside in South Vacaville. Their children, Anna and Scott, attended Travis schools and graduated from Vanden High School.
