The purpose of this program is to assist homeowners with sidewalk repair costs.

Safe and pedestrian-friendly sidewalks contribute to the livability and aesthetic image of our community. Per State Law and the City Municipal Code, property owners are responsible and liable for any damaged sidewalk and curb adjacent to their home.

The City of Vacaville offers a Sidewalk Repair Grant Program for Vacaville households with low income. The program allows property owners to receive financial assistance from the City to repair the sidewalk fronting his/her property that poses a potential trip hazard to pedestrians.

Applications are accepted on a rolling basis and are reviewed and approved as long as funds are available.

    Application Process
    1. The homeowner must have received a Notice of Violation from City of Vacaville Code Enforcement for the sidewalk fronting his or her property.
    2. Homeowner submits an application by email at DHR@CityofVacaville.com or in person at 40 Eldridge Avenue, Suite 2, Vacaville, CA, 95688. The application must be completely filled out, and all requested documentation must be attached.
    3. Homeowner’s application is reviewed for eligibility by Housing and Community Services Department (HCS).

If the homeowner is eligible for the CDBG Sidewalk Repair Program:

HCS will notify the homeowner of the approval and next steps. HCS will reserve funding for the repair and notify Public Works and Code Enforcement that the application is approved, and the repair process can begin.

If the homeowner is not eligible:

    1. HCS will notify the Homeowner that they are not eligible for the Program.
    2. The applicant will be given 10 days to appeal the eligibility determination if they disagree. Appeals will be reviewed by an HCS employee who was not involved in the eligibility decision and is not the decision maker’s direct subordinate.

Once the eligibility determination is finalized, including any appeals process, HCS will notify the household, Public Works, and Code Enforcement of the outcome.
