Bay Delta Plan
The City of Vacaville, as a municipally owned utility, is responsible for providing potable water to its residents and commercial customers. Our water comes from two main sources: Lake Berryessa (Solano Water Project) and the Bay-Delta watershed (State Water Project). Our wholesale water agencies, the Solano County Water Agency (SCWA) and Solano Irrigation District (SID), are instrumental partners in ensuring a steady water supply to our city. Through our agreements with SCWA and SID, Vacaville presently receives 10,775 acre-feet, or 3.5 billion gallons of water annually.
The State Water Resource Control Board (SWRCB) is a regulatory agency which is updating the Bay Delta Plan. The Plan is intended to improve water quality and support and sustain Bay Delta fish and wildlife populations by increasing water flow into the Delta through a proposed ‘55% unimpaired flows objective’, but the Plan as currently proposed would have significant and detrimental impacts to Vacaville and the rest of Solano County’s critical water sources.

Healthy Rivers and Landscape Proposal - A Better Alternative
The Voluntary Agreements, specifically the Agreements to Support Healthy Rivers and Landscapes Proposal, is a suite of solutions among State, Federal, and local water leaders as an alternative to the proposed unimpaired flow objective. It is a balanced approach, taking into consideration flow, habitat, science, and funding for a holistic approach. Voluntary Agreements seek to fulfill the State’s objectives of protecting watersheds and preserving ecological needs while supporting sustainable economic growth at the local level. The Healthy Rivers and Landscape Proposal would ensure Lake Berryessa's preservation as a vital water source for Solano County while still supporting the objective of healthy inflows to the Delta.
