    A specific plan is tool for systematically implementing the Vacaville General Plan within a portion of the City's Planning Area. A specific plan is a hybrid document that combines General Plan policy statements with development regulations. It is often used to address the development requirements for a single project, such as urban infill or a new growth area. As a result, its emphasis is on concrete standards and development criteria. Its text and diagrams will address the planning of necessary infrastructure and facilities, as well as land uses and open space. In addition, it will specify those programs and regulations necessary to finance infrastructure and public works projects.
