    The City of Vacaville received a request from Agape, LLC. to initiate a General Plan Map Amendment to change the land use designation of a vacant 1.93-acre site located at the northeast corner of Vanden Road and Cogburn Circle, from Neighborhood Commercial to Residential Medium Density (8.1-14.0 units/acre). The project would replace the remaining commercial site in Southtown with 21 lots for single-family detached residential development. The project includes architectural house plans for three two-story models ranging in floor area from 1,591 sq. ft. to 2,074 sq. ft., with a maximum building height of 30 ft. The anticipated architecture themes consist of California Ranch, Neo-Prairie, and Modern Farmhouse design themes. The proposal is comparable in scale and density to the existing Ashton Place Unit 3 development located at the northwest corner of Vanden Road and Cogburn Circle.     Project History

    The formal development application described above was fully submitted on June 30, 2022. After receiving feedback from the public at a neighborhood meeting on February 23, 2023, the Applicant placed the project on hold and engaged BAE Urban Economics to prepare a “Retail Site Feasibility Analysis” to examine the economic feasibility of developing a neighborhood retail center at this location. The report has been completed and concludes that the project site would not feasibly support local-serving retail or food service uses absent significant upfront capital subsidy and ongoing operating support.

    Neighborhood Meeting No. 2

    On June 12, 2024, the City of Vacaville hosted the second neighborhood meeting for the Park Parish project. The meeting was held from 6:00 - 7:00 PM. During the meeting, the Applicant presented their “Retail Site Feasibility Analysis” that examined the economic feasibility of developing a neighborhood retail center at this site.     Next Steps after Meeting

    After the neighborhood meeting, staff will evaluate potential public hearing dates for presenting the General Plan Amendment Initiation request to the City Council. Please note, should the City Council initiate a General Plan Amendment, it does not approve the project. The initiation simply allows the Community Development Department to continue processing the application. Additional notice will be provided in advance of the City Council meeting and other public hearings on the project.
