    Vacaville’s General Plan, the long-term blueprint for community development, last updated in 2015, established two areas for future planning and development: the East of Leisure Town Road (ELTR) Growth Area and the Northeast Growth Area. The Northeast Growth Area is comprised of 1,400 acres, of which 611 acres are currently within the City of Vacaville and 789 acres are within the unincorporated County. The East of Leisure Town Road Growth Area is comprised of 1,317 acres, of which 669 acres are currently in the City of Vacaville and 648 acres are within the unincorporated County. Both areas are located fully within the City’s Urban Growth Boundary and annexations of unincorporated areas are expected to occur if Specific Plans are approved by the Vacaville City Council. Each area includes land identified as “Urban Reserve” in the City's adopted General Plan, which means that the areas are anticipated for future development, however, no specific land use categories have been assigned yet, as that action will occur through the respective Specific Plan processes.

    In the fall of 2023, the City Council held a study session regarding the City’s Urban Reserve and indicated general support for initiating the planning process for the East of Leisure Town Road Growth Area. Earlier, in the fall of 2022, the Council directed staff to develop an action plan for planning the Northeast Growth Area. The Council directed staff to conduct community outreach prior to the Council’s formal consideration of initiating planning for the Growth Areas.

    A Specific Plan for the ELTR Growth Area would lay out potential land uses and would be funded by prospective developers, while the Northeast Growth Area Specific Plan would be City-funded, with plans for full reimbursement by future developers as the area builds out.

    On April 9, 2024, the City Council initiated a Specific Plan/General Plan Amendment process for the ELTR Growth Area. On August 13, 2024, the Vacaville City Council approved three contracts for hiring professional services to assist the City with the planning process, which will be funded by the Applicant Team.

    The project will result in a significant multi-year land use process to include General Plan Amendments, Specific Plan, Pre-zoning, Tentative Subdivision Maps, Development Agreements, Annexations, and environmental review (Environmental Impact Report).
