On February 22, 2022, the Vacaville City Council adopted the Downtown Specific Plan (DTSP) to revitalize Downtown Vacaville and create a lively, cultural, and civic center. The DTSP contains goals, policies, and standards to help encourage property owners to install art or murals on private property. Over the years, the City has received several murals on private and public property, which illustrates growing public interest. Murals provide several benefits to the public because they encourage artistic expression while also improving the visual aesthetics of the area. They can be landmarks, storytellers, economic development tools, and place makers for neighboring communities. Murals have also been used to deter graffiti and vandalism. The Community Development Department has created a new development review process to help streamline requests to install art or murals on private property.
