    What is Universal Design?

    Universal design, also called barrier-free design, focuses on making the house safe and accessible for everyone, regardless of age, physical ability, or stature. Most of us think immediately of ramps and grab bars when we think of accessible housing, but universal design goes far beyond that while remaining largely invisible to the casual observer. Residents with disabilities are correlated with lower-income households, more diverse demographics, and areas with fewer resources. Approximately 11.8 percent of Vacaville’s population live with one or more types of disabilities; for example, 31.8 percent of the residents of the Leisure Town retirement community contribute to this percentage. There is an urgent need for specialized housing that accommodates individuals with disabilities, low-income households, seniors, and others with special needs. In June 2023, the City Council recognized this issue and adopted Housing Element Program HE-2.b, which requires the City to encourage all new residential units to be universally designed for both occupants and visitors or be easily adaptable for accessibility needs.
