    The Solano County Housing Authority (SCHA) Needs Your Input in Seeking Designation as a Move-To-Work (MTW) Agency by Department of Housing and Urban Development (HUD)

    In 1996, HUD established the MTW Demonstration Program. MTW allows Public Housing Authorities (PHAs) to design and test innovative, locally designed housing and self-sufficiency strategies for low-income families. 

    On August 28, 2020, the SCHA was selected by HUD to submit a final application for designation as an MTW Agency.

    The MTW program permits PHAs to use federal housing assistance and administrative dollars received more flexibly by allowing certain exemptions from existing Housing Choice Voucher (HCV) program rules, as approved by HUD. The MTW Statute provides statutory and regulatory flexibility to participating PHAs under three statutory objectives. Those three statutory objectives are to:

    • Reduce cost and achieve greater cost effectiveness in federal expenditures;
    • Give incentives to families with children where the head of household is working; is seeking work; or is preparing for work by participating in job training, educational programs, or programs that assist people to obtain employment and become economically self-sufficient; and
    • Increase housing choices for eligible low-income families.

    As part of the application process, the SCHA held two virtual public meetings to seek community and participant input on the local strategies the SCHA will implement to support MTW goals.

    SCHA must submit an MTW Supplemental Plan annually to HUD.  The public comment period will be open February 16 – April 2, 2024.  You can submit your comments to the VHA in the following ways:

    En 1996, HUD estableció el Programa de demostración MTW. MTW permite a las Autoridades de Vivienda Pública (PHA) diseñar y probar estrategias innovadoras de vivienda y autosuficiencia diseñadas localmente para familias de bajos ingresos.

    El 20 de Agosot de 2020. SCHA fue selecionada por HUD para someter una aplicacion final para designer la agencia como un agencia MTW.

    El programa MTW permite a las autoridades de vivienda utilizar la asistencia federal para vivienda y los dólares administrativos recibidos de manera más flexible al permitir ciertas exenciones de las reglas existentes del programa de Vales de Elección de Vivienda (HCV), según lo aprobado por HUD. El Estatuto MTW proporciona flexibilidad legal y regulatoria a las PHA participantes bajo tres objetivos legales. Esos tres objetivos estatutarios son:

    • Reducir costos y lograr una mayor rentabilidad en los gastos federales;
    • Dar incentivos a las familias con niños donde trabaja el cabeza de familia; está buscando trabajo; o se está preparando para trabajar participando en capacitación laboral, programas educativos o programas que ayudan a las personas a obtener empleo y volverse económicamente autosuficientes; y
    • Aumentar las opciones de vivienda para familias elegibles de bajos ingresos.

    Como parte del proceso de solicitud, la SCHA tuvo dos reuniones públicas virtuales para buscar opiniones de la comunidad y los participantes sobre las estrategias locales que la SCHA implementará para apoyar los objetivos del MTW.

    SCHA debe presentar un Plan Suplementario MTW anualmente al HUD. El período de comentarios públicos estará abierto del 16 de febrero al 2 de abril de 2024. Puede enviar sus comentarios a la VHA de las siguientes maneras:
