Land Development involves the engineering and technical review services related to subdivisions, commercial and multi-family developments, public improvement agreements, encroachment permits, lot line adjustments, private utility coordination, annexations, creation of lighting and landscape assessment districts, right-of-way easements, and right-of-way/easement dedications.

The Public Works Department, Land Development team also serves as liaison to the Community Development Department for land use entitlements and regulatory documents. Land Development coordinates the Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP) and the Community Rating System (CRS) Program for the City of Vacaville.

Scheduling City Council Items

Council meetings are held every 2nd and 4th Tuesday of the month (except for November and December). Development Engineering staff needs to place items on the Council agenda 4 weeks prior to the actual Council date. All necessary maps, agreements, documents, and fees need to be approved and received by the City prior to placing an item on the agenda. Staff needs a written request by the Owner/Applicant for an item to be placed on the Council agenda with the timeframe described above.

Low Impact Development & Hydromodification

All projects within the City of Vacaville are required to comply with City's Post Construction Standard Plan to reduce post-runoff in compliance with the City's Phase II MS4 permit with the State Water Resources Control Board. For specific requirements, please see Appendix 4 below.

Sediment & Erosion Control

In addition to the above requirement, all development projects disturbing more than an acre of soil are required to submit a Storm Water Pollution Prevention Plan prepared per the State Water Resources Control Board (SWBC) Construction General Permit, prepared by a Qualified SWPPP Developer (QSD).

Projects smaller than one acre shall meet all requirements to prevent storm water runoff from entering the City's storm system, and may be required to submit an Erosion and Sediment Control Plan prepared by a Qualified SWPPP Developer (QSD).
