The Utilities Department, along with the Public Works Department, determines the necessary infrastructure improvements to ensure the safe and reliable performance of the City's water and sewer systems. This section provides information about current and upcoming projects that may affect our customers.

Capital Improvement Program

The City’s Capital Improvement Program (CIP) is the primary planning tool used to identify projects, funding sources, and project schedules for the next five years. The CIP utilizes funds from both development impact fees and existing service rates to rehabilitate existing facilities and build new facilities to serve the needs of projected growth.

If you would like more information on the City’s full CIP, the Public Works Department issues a quarterly report of the status of all CIP projects planned for or under construction within the City.

2021 Downtown Sewer Improvements

Multiple sewer lines in downtown Vacaville have deteriorated since original construction which has led to maintenance issues.

The sewer line located in the alley north of Peach Tree Avenue to the West/Mason Street intersection will be replaced with a new 8-inch sewer line. The upstream manhole will also be replaced and new manholes will be installed at the angle point and downstream endpoint. This project will also re-align an existing 8-inch sewer line at the intersection of Mason Street and West Street to remove a 45-degree bend that causes maintenance difficulties. Approximately 70 feet of sewer line in Merchant Street will be replaced to correct slope issues. These improvements have also been combined with the replacement of a sewer line in an alley off of Callen Street and installation of sewer and water laterals north of Fruitvale Road.

The project was awarded to Bay Pacific Pipelines, Inc., on October 12, 2021.


Allison Parkway Sewer Lift Station Expansion

The existing Allison Parkway Lift Station along Allison Parkway south of Vaca Valley Parkway needed to be replaced and upsized to provide additional sewer capacity for continued development in the Reynolds Ranch and Rice McMurtry areas. The project includes replacing the existing lift station, equipping it with variable speed pumps, on-site backup power, flow metering, and remote monitoring and control systems.

The project was awarded to Mark III Construction, Inc. on July 23, 2019, and construction is anticipated to be completed in early 2022.


Andrews Park Sewer Replacement

An existing 12-inch sewer line crosses Ulatis Creek in Andrews Park in an elevated crossing. The support system for this crossing has been degraded in storm events, and the line needs to be stabilized. The entire sewer crossing will be removed and replaced. This project has been combined with improvements to the Ulatis Creekwalk as well.

The project was awarded to Team Ghilotti, Inc. on June 22, 2021, and construction is anticipated to be completed in Spring 2022. 


Easterly Well 3 Drilling

The City's Easterly Wastewater Treatment Plant (EWWTP) is served by its own onsite water system, comprised of two groundwater wells and a concrete storage reservoir. The existing wells have not been reliable in recent years, so a new well will be constructed at the site to add resiliency and reliability to the water system.

This project was awarded to Maggiora Bros. Drilling, Inc., on June 28, 2022. Construction is anticipated to be completed by the end of 2022.


Reynolds Ranch Reservoir & Booster Pump Station

An upper water pressure zone was required to serve higher elevation homes in the northern part of Vacaville. A 0.55 million-gallon pre-stressed concrete reservoir and associated booster pump station were constructed. Construction has been completed, but project closeout is still underway.


Well 2B Drilling

A video inspection was performed on the existing Well 2 in August 2018 after the City’s Water Operations staff noticed reduced production, and several defects were discovered. The City determined it would be more cost-effective to drill a new well at the same site than to repair the existing well, as even with repairs, the production capacity of the existing well would remain lower than desired. The existing Well 2 has been destroyed, an a new Well 2B will be drilled at the same site.

This project was awarded to Roadrunner Drilling on July 27, 2021. The well is scheduled to be drilled in 2022. After the well is drilled, a separate project will begin to design the equipment required to put it into service.
