Utilities Administration Offices The Administrative Offices of the Utilities Department (water/sewer treatment) are located at the Easterly Wastewater Treatment Plant, 6040 Vaca Station Road, in Elmira. Regular office hours are 8:00 a.m. - 5:00 p.m., Monday - Friday.
