    On June 27, 2023, the City Council adopted the 2023 Safety Element and the Community Health goals, policies, and actions. The Safety Element was prepared concurrently with the 2023-2031 Housing Element, and it incorporates the Solano County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) and the City of Vacaville Annex document which was adopted by the City Council on June 14, 2022. The MJHMP and Jurisdictional Annex documents can be found on the Solano County Office of Emergency Services website. The updated Safety Element is consistent with State law and approval of a General Plan Amendment adopting the 2023 Safety Element will satisfy State law requirements. In Summer 2022, prior to the preparation of the Draft Safety Element, a Safety Element Update Background Report was prepared. The report includes Climate Change Vulnerability in accordance with the California Adaptation Planning Guide and pursuant to Government Code Section 65302(g)(4). The Background Report was used to update the text, goals, policies, and actions of the Draft Safety Element. The Safety Element addresses risks in Vacaville due to natural and human-made hazards and establishes mechanisms to reduce death, injuries, and damage to property, and addresses the negative effects of public safety hazards like flooding, fires, and seismic events. 

    Hazards are an unavoidable aspect of life, and although the Safety Element cannot eliminate risk completely, it contains policies to minimize risk exposure. The Safety Element addresses the protection of the community from any unreasonable risks associated with the effects of: 

    • Geologic hazards, including earthquakes, ground failure, and slope instability
    • Flooding and dam failure
    • Wildland fires
    • Hazardous materials and waste
    • Climate change, including agricultural and ecosystem pests, drought, extreme temperatures, human health hazards, and severe weather.

    The Safety Element also contains information and policies regarding general emergency preparedness.
