Retail Strategy (November 2019)
The Retail Strategy was prepared by Bay Area Urban Economics and Greensfelder Commercial Real Estate Services. This strategy identifies ways to position downtown as a unique commercial area within the City of Vacaville, differentiating it from the City’s numerous neighborhood retail centers and its destination shopping areas that flank I-80.
Affordable Housing and Anti-Displacement Strategy (June 2020)
This strategy outlines potential mechanisms to ensure that the DTSP responds to the need for affordable housing and incorporates strategies to avoid displacement of existing lower-income residents. In addition to various strategy and policy recommendations, the document quantifies the future affordable housing need within the Downtown Plan Area.
Financing Strategy (June 2021)
The purpose of this document is to identify the public improvements needed to implement the DTSP, identify appropriate funding sources and financing mechanisms, and identify actions that the City should take to coordinate execution of the Financing Strategy.
