On Tuesday, March 14, 2023, the City of Vacaville City Council approved an Environmental Assessment and Planned Development request to construct 236 multi-family apartments units on a vacant 9.91-acre site located at the northwest corner of Leisure Town Road and Redstone Parkway (APNs 0137-030-060). The site plan includes 84 townhome style apartment units and 152 traditional apartment style units distributed among 14 three-story buildings with an 8,500 sq. ft. club house and swimming pool, and 35,600 sq. ft. of common open space. The site plan provides 402 on-site parking spaces with primary access on Leisure Town Road and secondary access adjoining Burgundy Street. The building architecture reflects a farmhouse design theme with horizontal and vertical siding, frame accents, and shingle metal roofing. You can view the approval documents below:

On Tuesday, September 27, 2022, the Vacaville City Council held a public hearing to consider both appeals of the Southtown Apartments project. During the meeting, staff presented the project and appeals, both appellants spoke, and members of the public provided comments.

City Council voted 7-0 directing staff to return at a future meeting with findings denying Appeal No. 1 by TA Leisure Town, LLC, and approving Appeal No. 2 by Alicia Minyen w/ Friends of Southtown.

Aug. 16, 2022, Planning Commission Meeting

On Tuesday, August 16, 2022, the Vacaville Planning Commission held a public hearing to consider the Southtown Apartments project. During the meeting, staff presented the project, the applicant spoke, and members of the public provided comments. The Commission voted 5-2 to approve the project with reduction of 4 on-street parking spots and a condition to fund police and fire services. Two appeals to the City Council was later filed with the City Clerk.

June 8, 2022, Neighborhood Meeting

On Wednesday, June 8, 2022, City staff hosted a virtual Neighborhood Meeting to introduce the recently submitted Southtown Apartments project. The well-attended meeting, by more than 70 members of the public, generated several public comments. City Staff is working with the Applicant to answer questions and prepare responses, to be shared on the City's website.
