    On October 10, 2023, the Vacaville City Council accepted a $1.2 million Metropolitan Transportation Commission grant to prepare a new Specific Plan for the Allison Priority Development Area (PDA). On July 1, 2024, the City executed a contract with Environmental Science Associates (ESA) to prepare the Peabody-Allison Specific Plan (PASP). The PASP encompasses approximately 400 acres and includes major amenities, including the Vacaville Transportation Center, the Vacaville Cultural Center, Will C. Wood High School, the Vaca Village shopping center, and the Vacaville Commons shopping center. Primary goals of the specific plan include:

    • Improve the appearance and connectivity of the Peabody Road, Elmira Road, and Allison Drive corridors to create a walkable environment with a variety of different uses oriented around high-quality transportation options (driving, biking, and transit)
    • Identify potential public improvements and establish new design standards to enhance the overall appearance of the Allison PDA
    • Create conceptual streetscape enhancements to improve transportation connections for people of all ages and abilities who are walking and biking between the Vacaville Transportation Center and surrounding neighborhoods and amenities
    • Identify opportunities for public-private partnerships to improve the existing local-serving shopping centers while retaining existing small businesses that currently serve the Vacaville community
