    Program Overview

    The City of Vacaville is pleased to offer the “Destination Downtown” Pilot Storefront Improvement Grant Program (the “Program”) developed to enhance businesses and/or commercial properties located within the Downtown Specific Plan area. This Program will end once the funds are expended during the 2025 fiscal year. The Program offers grants for improvements to the appearance and utilization of properties in the following ways:

    • Improving window appearance, showcasing the quality of merchandise, adding exterior lighting, enhancing signage with lighting, and improving sidewalk spaces.
    • Exterior façade improvements: windows, doors, stucco, paint, awnings.
    • Signage, including removal of old signs, awnings, and the installation of new signs and exterior paint.
    • Outdoor dining and/or patio seating improvements, including heating and cooling in accordance with City code.

    These improvements can have a significant impact on Downtown’s appearance, bolster community pride, improve the economic setting, and increase the marketability of the properties and businesses located in the City of Vacaville’s Downtown Specific Plan area.

    Categories

    The Program will provide funding assistance via the following categories:

    New Window Dressing Improvements
    Minor Façade Improvements
    Major Façade Improvements

    *Maximum amount allowed for one project not to exceed $50,000.

    The Economic Development Services Department shall administer the Program. The Director of Economic Development Services and Director of Community Development will make the determination as to a participant’s Program eligibility based on qualifying and eligibility measures as outlined in these guidelines. The City may consider any Program deviations found to be in the best interest of the City of Vacaville including, but not limited to, Program funding limits, boundary limits, improvement eligibility, and applications accepted outside of any application period. All building modifications to be funded and implemented through this program shall obtain zoning and building permit approvals from the Community Development Department prior to the commencement of construction. These guidelines and financial terms are in effect until the Program funds are expended, unless additional funding is approved, or the Program is terminated.

    All property improvements made under the Program must be consistent with the City’s Zoning Ordinance, General Plan, and the City of Vacaville Downtown Specific Plan and must receive approval from the Community Development Department. As with any other project, the property improvements under this program must also adhere to all applicable building codes, sign ordinances, and development/design standards for the City of Vacaville. Any pre-existing code violations must be corrected before funding is released. Should any code violations occur related to any improvements made using funding from the Program and remain uncured for a period of time as outlined in a code enforcement citation, the participant may be required to reimburse the City for any unamortized funding over a 5-year period from the date funding is released.
