    The Community Development Block Grant (CDBG) Entitlement Program provides federally funded annual grants on a formula basis to entitled cities and counties throughout the nation to develop viable urban communities by providing decent housing and a suitable living environment, and expanding economic opportunities, principally for low- and moderate-income persons.  The City of Vacaville has been an entitlement city for CDBG funds from the U.S. Department of Housing and Urban Development (HUD) since 1988. Locally, CDBG funds are to be used to address priority needs in the community that are included in the City Council adopted 5-Year Consolidated Plan ("Con Plan", the current plan covers the period of 2020-2025) within the CDBG program statutory goals.  Each year, the Con Plan goals are carried out through required Annual Action Plans (AAP) which provide a more concise summary of the actions, activities, and the specific federal and non-federal resources that will be used to address priority needs and goals identified in the Con Plan.  Also each year, the City of Vacaville documents success in meeting the housing and community development strategies outlines in its HUD-approved Con Plan through the HUD mandated Consolidated Annual Performance and Evaluation Report (CAPER).
