Downtown Specific Plan (DTSP)

Proposed Town Square Expansion On February 8, 2022, the Vacaville City Council adopted the Downtown Specific Plan (DTSP), which is intended to help reestablish Downtown as the heart of the city, and to create a “destination location” that is authentically Vacaville. Building on Downtown Vacaville’s historic charm, pedestrian scaled Main Street, and its proximity to Andrews Park and Ulatis Creek, DTSP identifies several implementation tasks that will help draw local residents and visitors to Downtown through:

Art installations including murals and sculptures.
Expanding Town Square to create a larger gathering space.
Improved landscaping and lighting.
Improved bicycle and pedestrian pathways.
Improved wayfinding signage geared toward motorists, parking lots, and pedestrians.
Permitting permanent outdoor seating and display areas for local businesses.
Streamlined development approvals to encourage residential development.
Promoting fewer office uses on the ground floors along Main Street and Merchant Street.
Improved parking management options including, but not limited to, parking lot signage, modified parking time limits, focused parking enforcement, ongoing monitoring and evaluation of parking, and other improvements to support existing and future businesses.

Downtown Vacaville provides residents with ample opportunity for recreation, dining, activities, and the simple joy of wandering around smiling at your neighbors. It is the heart of our community, and has been for a long time. While it is fantastic as is, there is room for improvement! The city was awarded two grants to fund the creation of a Downtown Specific Plan which will guide development downtown into the near and distant future. How do you want to see Downtown change? How do you want it to stay the same? The most important voices in this process is the voice of the residents.

Halloween Stoll

The goal of the initiative is to build on the existing charm of downtown to make it even more of a community asset. Part of this is increasing walkability; downtown is best experienced at a leisurely stroll. Over the past two years we have asked our community what they want and need to visit Downtown more often and enjoy everything it has to offer.

Thank you all for your participation! We sincerely hope the plan successfully reflects and implements the vision of the community. The Downtown Specific Plan also aims to realize the hopes expressed by residents while the General Plan was being created.

What is the Downtown Specific Plan?

The Downtown Specific Plan (“DTSP”) is a plan being created to help reestablish Downtown as the heart of the city, and as a lively place that offers residents and visitors an urban experience that is authentically Vacaville. The DTSP focuses on elements that differentiates Downtown from other areas of the city, including its historic charm, charming Main Street environment, locally owned businesses, quaint residential neighborhoods, and its proximity to Ulatis Creek and Andrews Park.

The DTSP also focuses on the goals of:

Retaining and building upon key community retail and services.
Providing infill development opportunities and economic development.
Increasing the supply of housing and jobs.
Increasing multi-modal transportation opportunities, including pedestrian and bicycle facilities.
Improving safety at key areas.
Increasing opportunities for community gathering and joy.
